Mamie Voight is the President & CEO of the Institute for Higher Education Policy (IHEP). She is driven by the belief that the circumstances of one’s birth should not dictate one’s opportunities in life, and is committed to ensuring students who historically have been left behind by the higher education system have true access to higher education’s life-changing benefits. In shaping IHEP’s strategic direction, Mamie recognizes the power of postsecondary policy and practice to build a more just and equitable society.

Mamie has co-authored numerous IHEP reports including Toward Convergence: A Technical Guide for the Postsecondary Metrics Framework, The Most Important Door That Will Ever Open: Realizing the Mission of Higher Education Through Equitable Recruitment, Admissions and Enrollment Policies, and Limited Means, Limited Options: College Remains Unaffordable for Many Americans. In addition to her publications outlining the critical need for quality postsecondary data, the social and economic mobility afforded by postsecondary education, and the need for student-centered, data-informed, and equity-focused decision making, Mamie helped launch the Postsecondary Data Collaborative (PostsecData). Through PostsecData, IHEP convenes dozens of members to advocate for the use of high-quality postsecondary data to advance student success and educational equity. In 2021, Mamie served as Managing Partner of the Postsecondary Value Commission, calling on policymakers at every level – federal, state, and institutional – to ensure that every student can access the economic and noneconomic benefits that higher education can provide.

Mamie is a leading voice on national higher education policy and has been featured in outlets including CNN, NBC News Now, The Hill, NPR, Inside Higher Ed, the Chronicle of Higher Education, and MarketWatch. She has testified before the U.S. House of Representatives and the U.S. Senate about the importance of high-quality postsecondary data to inform decision making and promote student success. Before joining IHEP in 2013, Mamie served in multiple policy research roles at The Education Trust. Prior to entering the field of education policy, she worked as an engineering consultant for departments of transportation in multiple states. Mamie earned her B.S. in civil engineering from Villanova University, her M.S. in civil engineering from the University of Delaware, and her M.P.P. from Georgetown University.
