Form and Formula: How the Federal Government Distributes Aid to Students

To apply for federal aid to pay for college, students and their families have to submit a Free Application for Federal Student Aid (FAFSA). Although the form has been shortened over time, approximately 2 million college students eligible for financial aid – specifically for a Pell Grant – never apply. Recent changes announced in September 2015 will make it easier for families to apply. These improvements are part of a larger conversation to simply the process used to determine a student's financial aid. How did we get here?
