Aim Higher Act and PROSPER Act: Side-by-Side Analysis

Last week, House Democrats, led by House Education and Workforce Committee Ranking Member Bobby Scott (D-VA), introduced the Aim Higher Act, a comprehensive plan to reauthorize the Higher Education Act (HEA).
The Aim Higher Act contains a number of proposals aimed at reshaping federal higher education policy but differs in many ways from the Promoting Real Opportunity, Success and Prosperity through Education Reform (PROSPER) Act, introduced by House Republicans last December.
I invite you to read IHEP’s side-by-side analysis of key policy proposals included in the PROSPER Act and the Aim Higher Act. We searched for evidence-based policies that support college completion, prioritize need-based aid, and promote college access and success for underrepresented students, including incarcerated and formerly incarcerated students.
The Aim Higher Act takes several bold steps to narrow inequities in higher education, including strengthening the federal Pell Grant program and reinstating Pell eligibility for incarcerated students. Additionally, the bill overturns the ban on student-level data collection, which will help provide students, institutions, and policymakers with better, more complete information about student outcomes.
