Increased access to higher education has been realized through federal student aid, but with fewer students successfully completing their educations, the focus of policy has shifted from access to include success. While many current policy proposals reflecting this shift frame the discussions in negative and punitive terms, this publication proposes positive incentives that link student aid and student success. Recommendations include a new federal strategy that links current student support and intervention programs, competitive grants for institutional-based persistence efforts, increased support for early outreach efforts, expanded opportunities for work during college, implementation of the Student’s Total Education Package (also known as STEP) program, and exemption of high-performing institutions from certain government regulations.
