Victor Kuo, Ph.D.

Executive Director of Institutional Effectiveness, Seattle Colleges

Dr. Victor Kuo, a dedicated proponent of equity and internationally-recognized student advocate, served on IHEP’s Board of Directors from 2017 to June 2020. Throughout his tenure, he served the cause of equity in higher education with deep commitment.

Dr. Kuo was the Executive Director of Institutional Effectiveness at Seattle Colleges and founder of VK Global Advising. He previously served as an officer at the Bill & Melinda Gates Foundation and evaluation staff at the David & Lucile Packard Foundation and James Irvine Foundation. He earned his Ph.D. from Stanford University, MA from Teachers College Columbia University, and BA from Pomona College.

Dr. Kuo leaves a legacy of service to the field of higher education, where he was most noted for his work in organizational change, strategy development, data and evaluation, and international affairs. In all of his endeavors, Dr. Kuo’s passion for helping students realize their potential through education was always evident. From his work across Seattle to his research in China, Dr. Kuo transformed the field of education and evaluation to promote quality, life-changing outcomes.

He was true champion of equity and advocate for racial justice, particularly for the Asian-American and Pacific Islander communities.
