Institute for Higher Education Policy Board of Directors Welcomes Asian & Pacific Islander American Scholarship Fund President/Executive Director Neil Horikoshi

Washington, D.C., Feb. 6, 2012—The Institute for Higher Education Policy (IHEP)—a nonpartisan, nonprofit organization committed to promoting access to and success in higher education for all students—recently appointed Asian & Pacific Islander American Scholarship Fund (APIASF) President and Executive Director Neil Horikoshi to its 10-member board of directors. The addition of Horikoshi reinforces IHEP’s efforts of developing innovative policy- and practice-oriented research to guide policymakers and education leaders, who develop high-impact policies that will address our nation’s most pressing education challenges.
Horikoshi leads the nation’s largest nonprofit scholarship fund for Asian American and Pacific Islander students. At APIASF, Horikoshi works to mobilize resources to create opportunities for students to access, complete, and succeed after postsecondary education, helping to develop future leaders who will excel in their careers and serve as role models in their communities. Prior to joining APIASF, he served as IBM’s managing director of global business development and global services in the United States and in Asia Pacific, where he led the team of IBM Global Services Deal Team Professionals in a wide range of complex multi-year services engagements throughout Asia Pacific. Horikoshi also has led industry discussions on regulatory and procurement issues affecting the information technology industry, developed external relationships with key governmental agencies on behalf of IBM, participated in Congressional and Executive Branch advocacy meetings, and spoke frequently at trade association and federal government conferences on procurement issues. He holds a bachelor's degree in business administration from the University of Hawai’i as well as a juris doctorate degree and a master’s degree in business administration from the University of Southern California. Horikoshi is a member of the New York State Bar and the American Bar Association.

Founded in 1993, IHEP offers a nonpartisan perspective through a staff that includes some of the most respected professionals in the fields of public policy and research.
